The Court Is Accepting Public Comments On Proposed Local Rules Changes

The public may submit comments to the court through mail or email by September 30, 2025.

CLEVELAND, OH (August 27, 2025) - The court is accepting public comments on proposed changes to the court's Local Rules. Public comments may be submitted to the court by September 30, 2025. Comments can be submitted electronically or in writing.

LOCAL RULESPURPOSE/PROPOSED CHANGE
Loc. R. 23. Service Adding Section (D) to allow service copies under Civ. R. 5(B)(2)(e) (for subsequent service of documents after publication for persons whose address is unknown) to be deemed served upon filing (without having to file an addition “service copy” as is our current practice) so long as the person indicated service was made to [person] in accordance with Civ. R. 5 (or this local rule) in the certificate of service page.
Loc. R. 24. Special Process Servers Amended to reflect changes in Civil Rules as to requirements for the same.
Loc. R. 27. Court Records Amended to reflect changes per Sup. R. 44-47 related to records retention. Amendment to reflect RC 2151.124(D)(1) related to certain individuals being permitted to obtain a court order for probation records.
Loc. R. 28. Telephonic Orders Rule to be stricken and reserved as this is no longer a practice at the Court.
Loc. R. 40. Interpreters New Rule proposed in response to the Sup. R. 88(J) requiring courts adopt a Language Access Plan (LAP) and Local Rule pertaining to its use of Interpreters. The proposed LAP is attached for convenience for purposes of the Public Comment review, but will not be attached to the Local Rule in it approved form. This will be posted separately on the Court’s website.
Loc. R. 42.1. Positive Parenting Program New Rule proposed to educate litigants and be in alignment with current Domestic Relations practice related to requiring parties to a custody action to complete a parenting education course.
Loc. R. 43. Mediation New Rule to reflect changes to the operations of the Mediation Department.
Loc. R. 47. Diversion Amendment to reflect current practices as it relates to Diversion.
Loc. R. 61. Juvenile Reentry. Rule to be stricken and reserved for later replacement by the Reentry Jurist.
